Dogs are friends not food ! สุนัขเป็นเพื่อนไม่ใช่อาหาร !
While it has been difficult to have a cruelty and animal welfare bill passed by parliament, news of the dog meat trade in Nakhon Phanom province has upset the country and stimulated the people into taking some form of action.

In the meantime, positive reactions from past efforts have taken place as follows:
1. TSPCA has announced by a statement on 21.9.11 that the cruelty and animal welfare bill has been put before parliament for its meeting no. 43 of agenda 95.

2. The Nakhon Phanom Provincial Court sentenced five members of a dog-smuggling gang to eight months and 10 days in prison, each and fines ranging from Bt12,000 to Bt22,400, before halving the punishments because of their confessions.
3. In China, the annual Dog Meat Festival was canceled, which possibly signals an end to this 6-century-old tradition of dog eating. It will be interesting to monitor this situation in the future, i.e. will there be a Dog Meat Festival next year?

Following parliament’s acceptance of a cruelty and animal welfare bill hearing, which has been achieved for the first time in Thailand, every encouragement should be given in following up on past events and working as a network to achieve success in future ones, especially by giving moral support to the people involved in Nakorn Panom.
ในขณะที่มีความพยายามผลักดันให้มีกฏหมาย พรบ ป้องกันการทารุณกรรมสัตว์เข้าสู่สภามาอย่างยาวนาน ข่าวคราวเกี่ยวกับธุรกิจการค้าเนื้อสุนัขข้ามชาติที่นครพนมสร้างความสะเทือนใจและชื่อเสียงของประเทศไทยเป็นอย่างมาก จนทำให้ผู้คนเครือข่ายต่างๆต้องออกมาเรียกร้องให้มีมาตรการใดเกิดขึ้น
ท่ามกลางข่าวสะเทือนใจสะเทือนชื่อเสียงของประเทศไทย ก็มีข่าวดีดังต่อไปนี้
1. สมาคมป้องกันทารุณกรรมสัตว์แห่งประเทศไทยได้ออกแถลงการณ์เมื่อวันที่ 20.9.2554 พรบ ป้องกันการทารุณกรรมและส่งเสริมสวัสดิภาพสัตว์ได้ถูกบรรจุเข้าในการประชุมสภา ลำดับที่ 43 ของ 95 การประชุม

2. คดีค้าสุนัขข้ามชาติ พิพากษาแล้ว! ศาลจังหวัดนครพนม ได้พิพากษาจำคุกผู้ต้องหาลักลอบค้าสุนัข 5 คน จำคุกคนละ 8 เดือน 10 วัน ไม่รอลงอาญา พร้อมปรับและอายัดของกลาง แต่ทางผู้ต้องหารับสารภาพ ทางศาลจึงลดโทษให้กึ่งหนึ่งเหลือ แค่ 4 เดือน 5 วันพร้อมปรับเงินรวมกว่า 40,000 บาท โดยยังคงให้สุนัขทั้งหมดอยู่ในความดูแลของด่านกักกันสัตว์นครพนมต่อไป

3. จีน ยกเลิก เทศกาลกินเนื้อหมาประจำปี ซึ่งมีมานานกว่า 600 ปี ที่จินหัวที่มณฑลเจ้อเจียง ประเทศจีน หลังจากผู้ใช้อินเตอร์เน็ต พากันส่งต่อข้อความผ่านเว็บไซต์โซเชียลเน็ตเวิร์คเว็บ เพื่อประณามเทศกาลดังกล่าว ซึ่งมีคนนับ ล้านคนส่งต่อข้อความกันเป็นระยะเวลาหลายวัน เป็นเรื่องที่จะต้องติดตามต่อไปว่า จะยกเลิกได้ตลอดไปหรือไม่

พรบ ป้องกันการทารุณกรรมและส่งเสริมสวัสดิภาพสัตว์ได้ถูกบรรจุเข้าในการประชุมสภา ซึ่งจะเป็นกฏหมายเกี่ยวกับสัตว์ครั้งแรกในประเทศไทย พวกเราคนต้องคอยติดตามอย่างใกล้ชิดและสร้างเครือข่ายความร่วมมือสนับสนุน โดยเฉพาะให้กำลังใจแก่หน่วยราชการทุกภาคส่วนที่เกี่ยวข้องในนครพนม ถือเป็นความก้าวหน้าไปอีกขั้นหนึ่ง
