His Majesty the King provided an invaluable New Year gift for both animals and humans in Thailand by signing the first Animal Welfare Bill on December 26th, 2014, which enables it to be active.
As this bill makes cruelty to animals a criminal offence, it is essential that the general public is made aware of this and the law is then enforced adequately.

The honorary committee of Lanna Dog Welfare met Associate Professor Niwes Nantachit, President of Chiang Mai University and currently one of the national legislative assembly members. It presented him with information on the first Thailand Animal Welfare bill and asked him to support it. Prof Niwes kindly gave Lanna Dog Welfare the opportunity to explain the whole process of the animal welfare bill movement. Lanna Dog Welfare hopes to receive his and the NLA member’s support by passing this bill, as it is one of the few bills submitted by the community in Thailand. This bill was developed by the TSPCA, as a core organization, in cooperation with over 90 animal organizations over a period of 10 years.

วันที่ 2 กันยายน 2557 คณะที่ปรึกษาล้านนาด็อกเวลแฟร์ได้เข้าพบ รศ. นพ. นิเวศน์ นันทจิต สมาชิกสภานิติบัญญัติแห่งชาติเพื่อขอความสนับสนุนร่างพระราชบัญญัติป้องกันการทารุณกรรมและจัดสวัสดิภาพสัตว์
พ.ร.บ.นี้ มีจุดประสงค์เพื่อส่งเสริมสวัสดิภาพสัตว์และป้องกันการทารุณกรรมสัตว์ ส่งเสริมความรู้ความเข้าใจและสร้างจิตสำนึกที่เมตตาต่อสัตว์ อีกทั้งจะเป็นกฎหมายป้องปรามมิให้มีผู้ใดล่วงละเมิดสิทธิของสัตว์ที่ต้องได้มีชีวิตตามธรรมชาติของเขา ภายใต้การนำของสมาคมป้องกันการทารุณสัตว์แห่งประเทศไทย และองค์กรอื่นๆ ร่วม 90 องค์กรได้พยายามผลักดันร่ง พ.ร.บ. นี้มาตั้งแต่ปี พ.ศ. 2547 และนับเป็นร่าง พ.ร.บ.แรกๆ ในประเทศที่ได้ประชาชนลงชื่อจำนวนถึง 11,500 ชื่อ เสนอให้สภาผู้แทนราษฎรพิจารณาผ่านร่าง พ.ร.บ. translator directory . และได้ผ่านการพิจารณา การอภิปรายในสภา มาเป็นเวลาร่วม 10 ปี จนได้รับการบรรจุเข้าสู่วาระการพิจารณาของสภานิติบัญญัติแห่งชาติ (สนช.) และเป็น 1 ใน 38 ร่าง พ.ร.บ. ชุดแรก
เครือข่ายองค์กรด้านสัตว์และส่งเสริมสุขภาพและสวัสดิภาพสัตว์เห็นว่า ร่าง พ.ร.บ. ฉบับนี้จะเป็นกฎหมายสำคัญฉบับแรกของประเทศไทยในฐานะที่มีพุทธศาสนาเป็นศาสนาประจำชาติที่ให้ความคุ้มครองแก่สัตว์ ส่งเสริมความเมตตาต่อสิ่งมีชีวิตร่วมโลก กฎหมายนี้จะส่งผลกระทบที่ดีต่อสถานะของประเทศในการค้าระหว่างประเทศซึ่งประชาคมโลกให้ความสนใจว่าผลิตภัณฑ์อาหารมาจากการเลี้ยงสัตว์ที่ให้ความสำคัญกับเรื่องมนุษยธรรมมากหรือน้อย
ล้านนาด็อกเวลแฟร์จึงร่วมการรณรงค์กับองค์กรต่างๆ ผลักดันให้ร่าง พ.ร.บ. นี้ผ่านความเห็นชอบของสภานิติบัญญัติแห่งชาติ (สนช.) เพื่อให้มีผลทางกฎหมาย เพื่อให้ผู้บังคับใช้กฎหมายได้รับความสะดวกในการป้องปรามผู้ละเมิดสิทธิของสัตว์ และยกระดับให้ประเทศไทยเป็นสมาชิกของประชาคมโลกที่มีกฎหมายคุ้มครองสัตว์ให้ได้มีชีวิตตามธรรมชาติที่เหมาะสม และทำให้ชุมชนมีสิ่งแวดล้อมที่เป็นมิตรกับสัตว์ มีความน่าอยู่อาศัย

ล้านนาด็อกได้พัฒนาโปรเเกรมในการลงทะเบียนทำหมันล่วงหน้า ซึ่งจะบันทึกประวัติของสัตว์เลี้ยง เจ้าของ การฉีดวัคซีน สุขภาพสัตว์ น้ำหนัก คำนวณยาสลบที่ใช้ และมีการบันทึกทุกขั้นตอน เหมือนกับประวัติผู้ป่วยในคนซึ่งแพทย์จะได้ทราบข้อมูลของผู้ป่วยก่อนการรักษา วัตถุประสงค์เพื่อให้สัตว์ได้รับการดูเเลอย่างมีคุณภาพเฉกเช่นเดียวกับในคน มีความปลอดภัยมากที่สุด และสามารถติดตามการรักษาย้อนหลังได้หากเกิดปัญหา คุณปิยะ ณ บางช้างได้เป็นผู้เขียนโปรเเกรมนี้ขึ้นมา ทำให้การทำหมันของล้านนาด็อกของเรามีความก้าวหน้าไปอีกขั้นหนึ่ง
ดังนั้นเราจึงจำเป็นต้องมีการลงทะเบียนทำหมันล่วงหน้าในทุกพื้นที่ที่เราออกหน่วยเคลื่อนที่ เพื่อจะได้ทราบจำนวนสุนัขและเเมวที่จะทำหมันและเตรียมเวชภัณฑ์เเละทีมงานให้เหมาะสม
Why have pre-registration for animal sterilization?
Lanna Dog has developed a program for veterinary animal database registration. It will facilitate our field sterilization team to improve more safety for animals. The system is similar to that for humans and is called “patient history”, which will be printed out for veterinarians before an operation. Pet owners have to register their animals in advance and all information about animal health and photos will be recorded. Anesthesia drug doses and details from every station will be calculated automatically for anesthetists and recorded, respectively, which will enable us to refer to the animals’ history. In future, we will make everything computerized in all stations during our field sterilization. Thanks go to Khun Piya Na Bangchang, our volunteer programmer, for introducing this program for improving animal welfare.

Open forum on Dogs: Politics and Imagery
All animal supporters are welcome to ask questions and voice their opinions on the welfare and problems of stray animals.
The City of Happy Animals alliance consists of organizations and people who have worked for stray animals in Chiang Mai. As Chiang Mai is going to have an election for CM mayor on November3, the alliance would like to take this opportunity to push stray animal management and animal welfare to the city level. The alliance has agreed to organize a talk by Chiang Mai mayor applicants in order to convey their vision and policy on stray animal management.
The Talk will be held at the Faculty of Fine Arts, Chiang Mai University on October 31, between 4-6 pm. There is a need to create awareness in the government and among society as a whole. Therefore, it is hoped that this event will promote stray animal management in Chiang Mai, and good attendance from a cross section of people concerned in this matter, including monks, stray dog caregivers and animal organizations, would be most helpful and greatly appreciated.

The 13th NAP Fair 2012 is being held again between 5-10 December. Lanna Dog has its booth in front of Gongdee Gallery, which has kindly supported us for several years. Nimman Soi 1 is lined with art shops that trade in unique and creative local craftwork in an artistic atmosphere. It is well recommend for a visit.
Lanna Dog has campaigned against the dog trade for food and sales of the animals themselves, and has organized dog sterilization and vaccinations against rabies. It recently launched an animal welfare bill with the government, which has passed its first round.
Lanna Dog is attending this fair to promote our efforts and we thank all those who have supported us so far. If you can visit us this week, we are selling newly designed T shirts, handbags, key chains and other handmade products. All proceedings made from these sales will be donated to dog sterilization. And why not have your photograph taken with a Lanna Dog in front of a Lanna Dog campaign backdrop?
